Round Table: "Public Procurement: Legal Framework and Practice"
13 February 2010, Balkan Policy Institute organized first round table about "Public Procurement: Legal Framework and Practice". Round Table: "Public Procurement: Legal Framework and Practice" in the framework of project "Public procurement, competition and costumer care", in cooperation with SOROS foundation.
In this round table were present Seb Bytyçi (executive director of Balkan Policy Institute), Medain Hashani (expert), Safet Hoxha (legal officer in Agency of Public Procurement), Ilaz Duli (President of Public Procurement Regulatory Commission of Kosova), meanwhile officers of Procurement Review Body who confirmed their presence, were not there. Except panel were present officials from Assembly of Kosovo, Kosovo anti-corruption agency, International Civilian Office, members of civil society and medias.
The focus of the round table was on legal framework of public procurement in Kosovo. Mr. Seb Bytyçi held a opening speech, he presented the purposes of the project and round table. He also made a call for Kosovo institutions to include civil society in process of changing a legal framework for public procurement. He also mentioned progress report of European Union, public procurement was criticized, and reforming this sphere is very important to decrease the corruption scale in Kosovo.
Than the other panelists debated about legal framework, and reforms in this institutions in order to accomplish the goal and make the whole process transparent, and challenges of these institutions. In this round table members of civil society debate about the problems is this sphere, especially in local level.
